15 Fully-funded Development Scholarships for International Students

Erasmus Mundus Scholarships
The European Union (EU) offers full-time scholarships for a wide range of Masters programmes and Doctorate programmes to students coming from developing/emerging countries outside the EU.  The programme offers full scholarships and/or fellowships that cover the living costs, tuition fees, travelling and insurance costs of the students.  About 1,000 students are awarded with an Erasmus Mundus Scholarship each year starting 2009.

Australian Awards Scholarships
Australian Awards Scholarships formerly known as Australian Development Scholarships (ADS) are scholarships for international students who wants to study in Australian Universities. Scholarship holders are required to return to their country of citizenship for two years after they have completed their studies to contribute to the development of their country.  The Awards cover full tuition fees, return air travel, establishment allowance, living expenses, student health cover, pre-course English fees if necessary.

DAAD Scholarships with Special Relevance to Developing Countries
The German Academic Exchange Service (DAAD) provides scholarships in Germany for international students for a range of postgraduate courses at German Universities which aim at providing academically educated young professionals from developing countries with further specialized studies.  DAAD pays a monthly scholarship installment, currently set at EUR 750.00. In addition, the scholarship includes costs for health, accident and liability insurance in Germany and an adequate travelling allowance, in so far as the home country or another donor is not already covering these expenses. Furthermore, the DAAD pays an annual research grant

UK Commonwealth Shared Scholarship Scheme
The Shared Scholarship Scheme is a joint initiative between the UK Department for International Development (DFID) and UK universities, to support scholarships for students from developing Commonwealth countries who would not otherwise be able to study in the United Kingdom. Awards are for taught postgraduate courses only. The scholarships provide airfare, tuition fees, personal living allowance, initial arrival allowance, travel expenses and thesis allowance if applicable.

Netherlands Fellowship Programme
The Netherlands Fellowship Programmes (NFP) are demand-driven fellowship programmes designed to promote capacity building within organizations in 57 developing countries by providing training and education to their mid-career staff members. The fellowships are offered for short courses, Masters and PhD programs in Dutch Universities.  The fellowship provides a supplementary salary and also covers the costs of tuition fees, visas, travel costs, insurance and thesis research.

VLIR-UOS Scholarship Program
Every year, with the support of the Belgian Directorate-General for Development Cooperation (DGDC), VLIR-UOS awards scholarships to students from developing countries to study one of the 15 International Course Programmes (ICPs) or one of the 6 International Training Programmes (ITPs).  Each year there are a maximum of 180 scholarships available for first-year ICP students, a maximum of 70 scholarships for ITP participants, and a maximum of ten Ph.D. scholarships can be granted every academic year to excellent ICP graduates from a developing country.  The scholarships cover all related expenses including allowance, accommodation, travel costs, tuition fee and insurance among others.

Swedish Scholarships for International Students
The Swedish Institute provides about 600 scholarships to highly-qualified international students from developing countries who wants to study at Sweden Universities.  The scholarship covers both the tuition fee,  living expenses to the amount of SEK 9,000 per month, a one-time travel grant worth SEK 15,000.  Scholarship holders will be insured by the Swedish State Group Insurance against illness and accident during the scholarship period.

Weidenfeld Scholarship Programme at Oxford University
The Weidenfeld Scholarship and Leadership Programme aims to provides outstanding university graduates and young professionals from Eastern Europe, Central Asia, Russia, the Middle East and North Africa The opportunity to pursue graduate studies at the University of Oxford and participate in a comprehensive programme of leadership-skills development, long-term mentoring and networking. This scholarship is available for all degree bearing courses, with the exception of PGCert and PGDip courses.  The scholarship covers  100% of university and college fees, and a grant for living costs for the full duration of the studies. Approximately 40 scholarships are awarded each year.

Erik Bleumink Scholarships for Developing Countries at University of Groningen
The Erik Bleumink Fund Scholarships are usually awarded for a maximum of 2 years for a Master’s degree programme, and a maximum of 4 years for a PhD. For PhD, part of the research should be conducted in the home country and part in Groningen. The grant covers the tuition fees plus the costs of international travel, subsistence, books, and health insurance. It covers expenses incurred in travelling to and from the Netherlands for PhD candidates for a maximum of 4 times.

Ghent University Scholarships for Developing Countries
Ghent University provides postgraduate Masters scholarships to international students from developing countries who wish to study in Belgium and obtain a Master’s degree at Ghent University.  The scholarships consist of a monthly allowance, yearly tuition fee and one-time relocation fee.  Each year, a maximum of 10 scholarships can be awarded.

University of Westminster Scholarships for Developing Countries
University of Westminster awards scholarships to eligible students from any developing country who wish to study in the UK and pursue a full-time Masters degree in any field of study at the University of Westminster.  The scholarship awards full tuition fee waivers, accommodation, living expenses and flights to and from London.

University of Bradford Scholarships for Developing Countries in Crisis
The University of Bradford Countries in Crisis Scholarships are intended to aid students in financial hardship due to the fact that they are domiciled in a country that is in crisis as a result of the political situation, war, natural disaster etc.   Each scholarship is worth approximately £20,000 which includes full tuition fees and accommodation plus £2000 per annum living costs.

Joint Japan World Bank Scholarships
The Joint Japan World Bank Graduate Scholarship Program provides scholarships to students from World Bank member countries to pursue development-related studies at selected Universities around the world.  The program provides annual awards to cover the cost of completing a master’s degree or its equivalent including tuition, subsistence allowance, travel costs. Eligible applications are assessed according to three main factors: academic excellence, professional experience, and relevance of program of study.

ADB Japan Scholarship Program
The Asian Development Bank-Japan Scholarship Program (ADB-JSP) was established in April 1988 with financing from the Government of Japan.   It aims to provide an opportunity for well-qualified citizens of ADB’s developing member countries to undertake postgraduate studies in economics, management, science and technology, and other development-related fields at participating academic institutions in the Asian and Pacific Region.  The ADB-JSP provides full tuition fees, a monthly subsistence and housing allowance, an allowance for books and instructional materials, medical insurance, and travel expenses.

OFID Scholarships
The OPEC Fund for International Development (OFID) are open to qualified students from any developing country who wish to pursue Master’s Degree in a subject related to development at any recognized University of his/her choice.  The scholarship covers tuition fees, allowance, health insurance, relocation grant, and travel costs.  OFID awards only one scholarship per year.
