Helpdesk Officer – It Support - JOB, Helsinki

1. The job
The Helpdesk Officer will work mainly in the Directorate of Cooperation of the Agency in the Helpdesk Unit providing high quality customer support on ECHA scientific IT tools by replying to incoming questions from industry. The Helpdesk Officer is responsible for logging incoming questions, performing the first analysis and troubleshooting of incidents. S/he provides solutions and advice to users either in writing or on the phone. If necessary, incidents are escalated to the 2nd line.

The jobholder will be a customer oriented person who contributes to the good functioning of the ECHA scientific Helpdesk, ensuring high quality of responses provided in terms of content and timeliness.


Main tasks:
- Encode incoming questions at the ECHA Helpdesk and assign them to the relevant 1st line support using Remedy or any similar incident management tool;
- Provide replies to standard questions either in writing or on the phone;
- Resolve incidents as 1st line support;
- Provide training on ECHA scientific IT tools and, if required, develop the training material for training events to ECHA’s stakeholders.

2.General requirements
The applicant must:
- Be a national of a Member State of the European Union, or a national of the European Economic Area (Iceland, Liechtenstein, Norway)1; 
- Enjoy the full rights as a citizen; 
- Have fulfilled any obligations imposed by the laws concerning military service; 
- Produce the appropriate character references as to the suitability for the performance of the duties;
-  Be physically fit to perform the duties;
-  Have a thorough knowledge of one of the languages of the European Union and a satisfactory knowledge of another language to the extent necessary to perform your duties;
 - Be able to communicate in English as this is the working language of ECHA.

1. The job
Regulatory Officers are Regulatory experts who will work in multidisciplinary teams developing, implementing, managing and maintaining different scientific/technical processes foreseen by the Regulation on Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH), the Regulation on the Classification, Labelling and Packaging of Substances and Mixtures (CLP) as well as the Regulation on Biocidal Products and the Regulation (EU) 649/2012 concerning the export and import of hazardous chemicals. Upon recruitment, staff generally start working in one area of work, but will be expected during their career in the Agency to develop skills to enable them to work in multiple areas.

The main areas of work are related to process development and maintenance, and include: o Provide our internal and external stakeholders with user friendly and effective tools for all REACH, CLP, Biocides and PIC processes; o Develop and implement new or adapted regulatory processes required under the REACH, CLP, biocides and PIC Regulations; o Support the operational implementation and maintenance of these processes; o Fulfil ECHA’s legal obligations related to submission and processing of information; Improve the quality of the submitted data (e.g. by developing tools such as add-ons for the dossier creation tool, IUCLID). o Improve the efficiency and the streamlining of our processes (e.g. process automation, simplification and technical aid);


 Working within a mixed discipline team, you will be responsible for one or more of the following tasks.
- Analyse the relevant legal text and stakeholder requirement to define and propose implementation of new or revised regulatory processes and their implementation in the related IT tools (REACH-IT, OECD eChemPortal, R4BP for Biocide, IUCLID, etc.) and ECHA processes;
- Elicit, gather and describe in a comprehensive way the user needs of our various stakeholders (Industry, MSCA, ECHA users) in relation to implementation of new processes or software functionalities; including the opportunity to represent ECHA during consultations and discussions with stakeholders;
- Work closely with the business analysts to convey these requirements to the IT developers, perform follow ups on the implementation and contribute to the preparation and implementation of test cases.
- Assist in the presentation of implementation proposals for senior management decision;
- Ensure and follow-up user need deliverables according to agreed milestones; and provide regular reports to management on progress and achievements, and providing feedback to the team and/or management on potential problems in a timely manner;
- Inform our stakeholders about the changes in form of written communications (e.g. technical manuals, press releases etc), presentations and web-pages;
- Provide direct support to our stakeholders via targeted trainings, webinars, helpdesk questions, co-ordinating inputs from relevant experts, etc.;
- Perform other duties as required.
